Plea to postpone UPSC Civil Services Prelims 2020 examination, scheduled for October 4, would be heard by the Supreme Court on September 28
Union Public Service Commission, UPSC Civil Services Prelims 2020 are scheduled to be conducted on October 4, 2020 across the country. Petitioners have reached out to the Supreme Court, seeking intervention and postponement of the examination due to prevalent pandemic conditions as well as the incessant rains and flooding that has affected large parts of the country. SC has agreed to hear the plea on September 28.
A two judge bench of Justices AM Khanwilkar and Sanjiv Khanna have agreed to hear the plea and also permitted the petitioner to serve an advance copy of the petition on the Standing Counsel for the UPSC as well as the Central Agency representing the Union of India. Petitioners are seeking a postponement of the examination by 2 to 3 months.
UPSC Civil Services Prelims 2020 examination was earlier scheduled for May 31, which was later postponed and is now scheduled for October 4. The petitioners have argued that the present situation is not conducive to conduct a ‘seven hour long’ offline examination. They have also countered the concerns of many frontline workers (doctors) who have been serving and confined to containment zones may not be able to appear for the examination, due to no fault of theirs.
Plea filed by Vasireddy Govardhana Sai Prakash and 20 other UPSC aspirants have contested that the examination is not an academic but a recruitment examination. They have further stated that the UPSC’s revised calendar violates the rights of petitions and like them others under Article 19 (1) (g) of the Constitution to practice their chosen profession/occupation of serving the public.
UPSC Exam, as per the plea, would be taken by nearly 6 lakh candidates across 72 cities in the country. They states that with the COVID19 cases continuing to rise, the examination should be further postponed. They have argued that the delay would not cause any loss of academic year.
The petition reads, ‘Conducting the aforesaid examination across India at such perilous time, is nothing else but putting lives of lakhs of young students (including Petitioners herein) at utmost risk and danger of disease and death. Also, the natural calamities like flood, incessant rain, landslides etc. are likely to directly affect the life and health of the Petitioners and many similarly situated students.’
It further states that the ‘the impugned Revised Calendar is utterly arbitrary, unreasonable, whimsical and patently violative of the Right to Health and Right to Life of the Petitioners herein and lakhs of similarly situated students, under Article 21’.
The petition also draws notice to the fact that UPSC has not increased the number of examination centres. Many aspirants would have to travel 300-400 kms to reach their exam centres for the paper. With the present conditions when several facilities still not operational properly, the examination would cause immense hardships to the candidates and expose them to the risk of the deadly disease.

The academic session 2020-21 for the first-year students will commence from November 1, as per the latest guidelines by the University Grants Commission (UGC), which has directed the educational institutions to complete merit / entrance-based admission process by October 2020 .
However, in the case of delay in the declaration of results of the qualifying examinations, the universities may start the session from November 18, says the latest guidelines issued by the UGC.
Union Minister for Education Ramesh Pokhriyal Nishank announced this on Twitter on Friday, saying, "In view of the # COVID19 Pandemic, @ugc_india has issued guidelines on Examinations &
Academic Calendar for UG & PG Students for the Session 2020-21."
According to the guidelines, the last date for admissions to fill up the remaining vacant seats will be November 30.
On the other hand, the institutions, where admissions are sole though entrance tests, and which have completed the necessary requirements or are likely to do so in near future, have been directed to start their academic sessions for the first-year under-graduate and post-graduate students at the earliest. They can accept the relevant documents of qualifying examinations by December 31, said the UGC guidelines.
Further, the UGC has suggested the institutions to conduct the first semester/year examinations between March 8 and 26, 2021.
It has also asked the universities to follow six-day week pattern for the academic sessions 2020-21 and 2021-22, besides curtailing breaks to compensate for the loss of classes.
Terming the session as a special case, the UGC has also ordered the institutions to refund full admission fees on account of cancellation of admissions/migration of students up to November 30. Thereafter, the institutions can deduct not more than Rs 1,000 as processing fee for cancellations/withdrawal up to December 31.
Notwithstanding these, every college/university has been directed to follow the mandatory guidelines regarding academic activities in wake of the COVID-19 pandemic.

Staff Selection Commission (SSC) has opened the window to change exam centre city for various upcoming examinations. Candidates who are registered for combined graduate level exam 2019 tier 2 and 3, junior engineer paper 1 exam 2019, stenographer grade C and D 2019 exam and selection post phase VIII exam 2020 can change their preferred test city from September 26 to 29. Candidates will have to visit the official website at ssc.nic.in and login to change their preferences.
SSC Junior Engineer exam paper 1 will be held from October 27 to 30 while the SSC Selection Post / Phase-VIII 2020 exam will be held from November 6 to 10. SSC Stenographer Grade C and D 2019 recruitment exam will be conducted from November 16 to 18. The SSC CGL 2019 tier 2 exam will be held from November 2 to 5 while tier 3 exam will be held on November 22.
